Shrink The Government's Contract for America

When the Republicans were elected to be the majority party in Congress back in 1994 they won by giving the American public a “Contract with America.” That contract said what the new Republican majority would do when they controlled Congress. It listed 10 things to be enacted by the new Republican majority in their first 100 days in the majority. While these changes will take more than 100 days this new Contract for America is a list of 10 changes that need to be made!

(1) Repeal the 1943 Current Tax Payment Act
This was passed as way to make the collection of an increased federal income tax easier. What the Current Payment Tax does is allow the IRS to automatically withhold all Federal and state taxes from a person’s paycheck. When our taxes are confiscated from our paychecks before we get paid our “payment” of our taxes goes unnoticed. Since we do not know how much we “pay” we are not concerned with how much we pay. When we have to write a check to pay our taxes we will become concerned with how much we really do pay. Does anyone know what percent of their income they “pay” in taxes?

(2) Repeal the XVII Amendment
That Amendment took power away from state governments and transferred it our Federal government. When the various state legislatures appoint their state’s U.S. Senator the appointed Senator is responsible to his or her home state. It would also reduce the chances of someone being a Senator from a state they have not lived in.

(3) Reduce the Size of our Government
In the next session of Congress the first item on the agenda will be a complete review of every government program, bureaucracy and agency. All duplicate government programs must be consolidated into one program and the duplicated programs must be eliminated.

(4) Campaign Finance Reform
Remove the limits on the amount of money that can be donated to a political campaign. Instead all contributions must be from people who live in the district or state, for governor’s races, the candidate seeks to represent. We already a ban on money from corporations what this would do is include in that ban donations from people outside the candidate’s state or district. If your neighbors won’t contribute to your campaign then you shouldn’t be a candidate. Candidates whose only support is from their constituents will be more responsive to them.

(5) Require a Constitutionality test for all proposed laws
If proposed law is not contained in the enumerated powers of our government in Article I Section 8 of our Constitution then it cannot be introduced for consideration in Congress. Members of Congress must explain how their bill is Constitutional. Require members of Congress to read the entire bill. Write bills in plain English so anyone can read and understand them.


These five proposals are ambitious in what they attempt to accomplish. But a conservative revolution is not for the faint of heart. What is at stake is the future of our country. We must return to the ideals and principles our country was founded upon or we can watch our country destroy itself. The choice ours.
